This is the inaugural issue of Nguzo za Haki, (the Pillars of Rights), published by the Kenya National Commission on Human Rights (KNCHR). In publishing Nguzo za Haki, the Commission is determined to provide its readers with well researched analytical articles on human rights issues that should contribute to relevant policy formation, provide programmatic ideas on effective approaches to human rights work, and reviews of political, economic, social and cultural issues impacting on human
rights.

NGUZO ZA HAKI : CORRUPTION
In this Issue of Nguzo za Haki, we bring you a collection of articles on the theme of ‘Corruption and Human Rights.’ The Kenya National Commission on Human Rights has in the recent past been variously covered in the media making demands on government to deal with corruption decisively and non-selectively. The Commission’s demands have elicited mixed reactions especially within government circles with some loudly asking what corruption has to do with human rights and how therefore it becomes a Commission’s issue.

NGUZO ZA HAKI: HUMAN SECURITY
In common parlance, security refers to freedom from danger, fear and anxiety. Human security describes the interrelated threats associated with civil war, genocide and the displacement of populations.Traditionally, the concept of human security was by and large dominated by concerns of national security, defined in terms of the military capabilities between and amongst states to protect their territorial integrity, international integrity as well as protecting their national leaderships.On these matters, each state would protect itself from actual or perceived threats emanating from other states. NGUZO ZA HAKI: CONSTITUTIONALISM
The new Constitution heralds great expectations regarding better life prospects for all. Many of its provisions aim at curing past ills, including excessive executive power, ineffective/inadequate involvement of the public in public affairs, inequitable distribution of public resources, runaway corruption, under-representation of women and minority groups and an ineffective judiciary. Should the strong rights framework that underlies this Constitution be made to work, there is no doubt that that we, the people of Kenya, shall have given ourselves and our future generations an enduring legacy.  NGUZO ZA HAKI: THE DEVOLUTION ISSUE
This Issue of Nguzo za Haki brings to the reader different perspectives on devolution ranging from its impact on participation, to the likely challenge of devolving graft to the country level. Our lead article expounds on the constitutional basis of devolution and its architecture; and in so doing identifies its strengths and how to avoid the pitfalls of the past.
Several of the articles look back to where the country has come from, with one of the writers even suggesting that we have devolved back to Lancaster. There are also articles on how effective implementation of devolution will facilitate greater participation of women and other special interest groups in the country’s political, social and economic sectors as well as how to devolve with integrity.
