INVITATION FOR PUBLIC PARTICIPATION AND SUBMISSION OF MEMORANDA ON THE DRAFT REPARATIONS GUIDELINES, 2026
The Kenya National Commission on Human Rights (KNCHR) is an independent National Human Rights Institution established under Article 59 of the Constitution of Kenya, 2010 and operationalized by the Kenya National Commission on Human Rights Act, 7I Laws of Kenya. The Commission’s core mandate is the promotion and protection of Human Rights in Kenya and securing the appropriate redress for Human Rights violations.
As part of its reforms agenda and in accordance with the Judgement delivered on 4th December, 2025 in HCCHPET E010 of 2024 (Consolidated with HCCHPET E011 & E014 of 2024) - High Court Kerugoya, Presidential Proclamation No. 1 of 2016, and Kenya Gazette Notice No. 3114 issued on 6th March, 2026, KNCHR has developed Draft Reparations Guidelines for strengthening KNCHR’s Redress mandate, ensuring victims of human rights violations have accessible, effective, and timely remedies.
In accordance with Article 10(2)(a) of the Constitution, stakeholders and members of the public are hereby invited to provide memoranda, comments and input. They can also be submitted to the following email address reparations@knchr.org.The Draft Regulations can be accessed via the link below:
