The Kenya National Commission on Human Rights (KNCHR or The National Commission) is a Constitutional Commission established under Article 59 (1) and Chapter 15 of the Constitution of Kenya (CoK) and subsequently operationalised through an Act of Parliament, the Kenya National Commission on Human Rights Act No. 14 of 2011, (Revised 2012).
The 2018 to 2023 strategic plan articulates the National Commission’s strategic direction for the next five years in view of the emerging global, regional, national and county trends. As the fifth strategic document, developed through a consultative and stakeholder validated process, this plan builds on the successful implementation of the previous strategic plan which recorded key milestones including the formulation of key national policy and legislation that impacted on human rights in the country; adoption of key recommendations by taskforces and working groups leading to infusion of human rights principles and standards in public and private institutions; positive influence on human rights jurisprudence through Public Interest Litigation (PIL) and the formation of new strategic partnerships with different stakeholders leading to synergy in the promotion and protection of human rights. The National Commission has also consistently maintained the ‘A’ status accreditation internationally - a clear testimony of its high performance against the Paris Principles compliance evaluation criterion for NHRI. The National Commission was also awarded the National 2017 Champions of Governance Award, an award that benchmarks organizations that pride themselves in upholding practices of good governance.
This strategic plan was developed in view of the emerging global, regional, national and county trends;
Globally, set against a backdrop of the 2030 Agenda for Sustainable Development which is informed by human rights principles and standards and present prospects for advancing the protection and promotion of human rights for all.
Regionally, shaped by a number of factors including the African Union (AU) reform agenda which is primarily based on the AU Agenda 2063, a blue print for the economic development of the Continent with aspirations for of good governance, democracy, respect for human rights, justice and rule of law.
Nationally, Government’s Big Four (4) Agenda of development initiatives in Manufacturing, Food Security, Health and Housing as posed to meet socio-economic rights in line with the Bill of Rights as provided in the CoK. Devolved governments will remain the hallmark of the system of governance providing opportunities for rights of minorities and marginalized communities to be better protected through equitable sharing of resources.
During the performance period of this strategic plan, the National Commission will pursue four (4) strategic objectives. To deliver these strategic objectives, the National Commission has employed various strategies including but not limited to: processing complaints, conducting investigations, securing redress, undertaking audit, research, advisories, lobbying and advocacy, conducting human rights education and training and monitoring and partnership building.
The National Commission will ensure efficient mobilization of resources and corresponding timely deployment, accountability, effective monitoring and evaluation of the entire process. The National Commission will also work towards aligning Human Resources; leveraging on Information and Communication Technology (ICT) in re-engineering organization processes while strengthening internal policies, systems and processes for effective service delivery.
The secretariat under the direction and supervision of the Chief Executive officer/Commission Secretary will be responsible for implementation of this strategic plan while the Commissioners will provide oversight and strategic guidance.
